Text of the April 5, 2013 Joint Announcement on the
Resolution of ESIP Phased Retirement Grievances and PPC

The Board of Regents, State of Iowa/University of Northern Iowa and UNI-United Faculty recently completed discussion that have resulted in a mutual settlement of three grievances and a Prohibited Practice Complaint.

The grievances and Prohibited Practice Complaint arose out of the circumstances involving academic program closures and restructuring at the University of Northern Iowa in the spring of 2012; and faculty affected by the closures and restructuring enrolling in the Board’s Phased Retirement Program.

Under the terms of the settlement six faculty members who opted to participate in the Board’s Phased Retirement program are granted the opportunity to either rescind their participation or continue in the program without any change.

For faculty who rescind their participation in Phased Retirement, their rescission becomes effective June 30, 2013; and they will return to their prior appointment status effective July 1, 2013.

For faculty who remain with the Phased Retirement program, the length of their phasing period, wage and benefits will continue as previously agreed.

Faculty will have thirty (30) calendar days to notify the Provost’s Office in writing if they wish to revoke their Phased Retirement agreement. This 30-day period begins to run on the date that the faculty member receives official notice from UNI about their opportunity to revoke their Phased Retirement agreement.

In recognition of this agreement, UNI-United Faculty has agreed to withdraw the grievances and Prohibited Practice Complaint.

The parties agree the settlement represents a commitment by the Board of Regents and University of Northern Iowa to fully honor their obligations to faculty, as specified in the collective bargaining agreement and Regent Phased Retirement Policy.
