Attachments cannot be included in roster email.

Issue description:

When using the notify functionality in the class roster, attachments cannot be included.

Planned solution:

The delivered functionality included with PeopleSoft does not allow for attachments to emails from Faculty Center.  However, instructors are able to include attachments if they utilize the Google class listserv that is created for each class section.  They may also utilize eLearning as a way to include attachments for students.
